A serious residential safe-room budget cannot be responsibly reduced to a room size or a protection label. It depends on the project stage, existing conditions, professional coordination, documented objectives, proposed scope, and who accepts responsibility for the complete work.
Define the project boundary first
Ask each prospective team to distinguish investigation and design from specified products, building work, installation, finishes, documentation, logistics, and any future service. In a retrofit, access, concealed conditions, sequencing, and restoration may also affect the scope. An early figure is a planning input, not a complete project estimate, until those boundaries are written down.
Questions that make an estimate more meaningful
- Is the project new construction, active construction, or a retrofit?
- Which broad objectives require professional evaluation?
- Who is coordinating architecture, engineering, security, and construction?
- What does the proposed scope include and explicitly exclude?
- What supports each performance claim, and what are its stated limitations?
- Who accepts responsibility for interfaces and the complete boundary?
Compare like with like
Give each team the same broad, non-sensitive brief. Request written inclusions, exclusions, allowances, responsible parties, schedule assumptions, documentation, commercial terms, and the limits of any attributed claim. A lower headline number may simply describe a narrower scope; it does not establish comparable scope or performance.
Use public guidance within its stated purpose
FEMA publishes residential safe-room guidance for extreme-wind hazards. It can help a project team identify the need for qualified design and construction coordination in that context, but it does not establish a universal budget, scope, or outcome for other residential objectives.
